Board Members Present: Kolea Quincey, Tim Hill, Fred Benardella and Pam Jones.
Meeting Called To Order: 10:00 AM
Treasurer’s Report:
Beginning balance: $50943.69 Trust At: $186,643.00

Fire Station: 2,687.73
Abandoned Cars: At least two more have been removed. Still many others have to be tagged and removed. Since Pam met with the county they have removed some. But each road will have to be checked to see if they removed anymore.
Neighborhood Watch: As has reported we (you and I) are the neighborhood watch. We need to keep our eyes and ears open and observe what is going on around us. We need to report all problems to the police department. Call 911 or the non-emergency number 935-3311. Officer Briski attended the meeting and stressed how important it is to call in everything.
Park Report and Fire Department Report: Still looking for help to get to get the plumbing inspection, then install the electric pump and solar cells so there is running water and some lights. Any volunteers? Looking to get some equipment for the park. Such as swings, slides and create a small play area.
Road Report: The road between Fern Forest and Eden Roc was welded shut and the cross brace was filled with cement so they can’t cut thru it. There already has been attempts at just that. Reminder: Main road right of ways are 60 feet (Kahikopele, Palainui Av., Ohia Av., Ahi Ave., Punahele Ave., and Punawai Ave.) and side roads are 40 feet. Roads 9, 14, 16, 22 and 25 received more than 70 tons of gravel and numerous potholes were filled. More will be done as weather permits.
Old Business: Don’t forget answering machine for Eden Roc is 968-8484. Remember in an emergency call 911. Received bids for mowing from the ad in paper but it looks like we will remain with who we had last year.
New Business: Motion made and seconded to allocate up to $25,000 to pave Kahikopele’s unfinished side as far as the funds will go. Motions made and seconded to set aside $10,000 for gravel and labor for road maintenance and $10,000 for mowing and clearing the side easements and maintenance. All three motions were approved and passed by the board members present. New motion made, seconded and approved to take the left over funds from the gravel and mowing funds along with interest from trust fund and add these funds to the $25,000 to pave Kahikopele. Tim Hill resigned from the board.

PROGRESS REPORT
Roads in Eden Roc present an ongoing challenge, as there never seems to be enough gravel to go around. Last month almost 45 tons were spread on roads 14, 19, 21, side of Ohia and the side of South Kopua road. Abandoned vehicles were removed from roads 8 and 12 and several were tagged which will be removed shortly.
Potholes all the way around the subdivision were filled at least once and more as needed and weather permitted.
In an effort to expediently and safely mow the sides of the road easements, an ad was placed in the Hilo newspaper (Tribune Herald) and there were at least fourteen responses and six interviews. We have about 37 miles of roadsides that need mowing just as quickly as possible and that task should commence within the next couple of weeks.
Rubbish was removed from roads 8, 12, 17,19,21,26, and Ohia. On that note we would like to invite everyone who can participate to join us at the park on 8th at 10:00a.m. May 5th for a “Clean the Roc” day. Hotdogs and sodas will be provided for participants and we look forward to meeting some of our neighbors. Obviously this is contingent upon the weather so if it is just pouring down rain, we’ll try it again the next Saturday – rubbish bags will be provided. I am trying to get a roll-off bin out here as a way to help hopefully cut down on the roadside litter as this is both an eyesore and seemingly ever-
present problem. It would be greatly helpful if everyone would keep things picked up around their lot(s) and mow alongside your property that skirts the roads. If everyone would do what they can to help the neighborhood we could spend what little money we have getting our roads in better shape. Volunteers to help spread gravel, fill potholes, etc. are ALWAYS needed and appreciated! If you would like to help or have a road or coqui frog problem please leave a message at the neighborhood phone line 968-8484.
Also, for the next two months we will have four loads of gravel brought in per month rather than the normal two loads per month. I will post the day and time just as soon as I know so that those who are interested may participate and advise as needed.

Neighborhood Watch: Has been discontinued do to lack of community involvement and support. As was reported we (you) are the neighborhood watch and we need to keep our eyes and ears open and be aware of what is going on around us. We need to report all problems to the police department.
Park Report and Fire Department Report: Still looking for help to get to get the plumbing inspection, then install the electric pump and solar cells so there is running water and some lights. They keep creating more hoops to jump thru to get the funds and equipment and are making it harder and harder to deal with them. We may possible buy our own sprayer and make it available for members use.
New Business: Ran add in paper looking for someone to do all the odds and ends around the association. Such as fill pot holes, pick up trash, weed wack corners, tag abandonded vehicles (this is just a partial list) and whatever else needs to be done. Most of this could be done with volunteers but no one has come forward. Going to check with Kelly on mowing main roads. Still need to get to attorney about by-laws, and with Shimitzu about possible loans for road improvements. Motion made and seconded to allocate up to $25,000 to pave Kahikopele’s unfinished side as far as the funds will go. We will get three bids or more to accomplish this.

Road Report: The front entrance was repaved and a second lane was put down on Kahikopele about one third it’s length. The road between Fern Acres and Eden Roc has become a real problem. We are going to check the cost of dropping Boulders across the right of way and making a wall out of them. They, Fern Forest use it to enter our roadways because theres are in such bad shape. We will start by getting prices from local merchants to accomplish this. Gate between associations has been broken numerous times in the last month and motion was made, seconded and passed to seal off this access so it is impossible to get thru.

New Business: January 6th at 10 AM will be election of new board members. Anyone interested in running call Louie Miller. Motion made and passed to re-imburse Coqui frog crew for 207.00 for there out of pocket expenses, and to thank them for there continued efforts. Motion made and passed to pay 200.00 per month to Louie Miller starting the first of the year to maintain Eden Roc books. The new board will have to decide if they want to continue using him or find someone else. Have to find someone new to mow park and roadways as Kelly will not be able to do it anymore. Riding lawnmower or small tractor will need to be purchased to maintain what has already been accomplished.

Stickers for vehicles approved and passed. These stickers will identify vehicles that belong in our association area.

Volunteer Fire Department: Water tank is covered and secured to keep people from playing with it. Need to build lean-to from firehouse to catch rainwater to fill the tank completely and we will have solar power for electric pump for the water in the firehouse.
Road Report: Paving will start in the next couple of weeks at the entrance to Eden Roc and the unpaved side of Kahikopele will be done as far as funds will allow. It was brought up that the hill between 12 and 14 on Palainui is a problem and will be looked at to see what could be done. This is the first time this has come up this year and the new Board will be able to look at it after the first of the year when funds become available.

Neighborhood Watch: House had burned down on 26th Street. Another fire behind the firehouse. Gate for access between the two associations for fire department use was cut thru and needs to be welded to be repaired. Another pig was caught, probably the one causing the most damage, Boar weighing in at 655 pounds.
Park Report: Post are in for the chain fence around the park. Need a welder to help complete it. Water tank for the Fire Station is up. Trench will be dug to put the pipes underground next. Looking at putting up fence around water tank or possibly putting on a hard cover. Last month some talk about a pavilion for park (just a small covered area to get out of the rain) there are steel carports available reasonably that are being considered.
Volunteer Fire Department: Pretty well covered in Neighborhood Watch report. When reporting a fire remember that good directions and location (exact) are very important.
Road Report: Trees have been cut down at the entrance and the stumps have been poisoned to kill future growth. Cold patch is behind fire house if you need to patch paved potholes. Another two loads of rock were dumped on roads where requested by property owners. It is 11/2 inch rock. Remember association will drop the rock, homeowners need to rake it out and level it as the driver doesn’t do it.
Old Business: Clearing of right of way (Eden Roc easement) will continue. Let everyone know answering machine for Eden Roc is 968-8484. Lawsuit is still continuing. Attend the October meeting to see how this can impact you as homeowners. Coqui frog spraying continues.

Neighborhood Watch: Someone has been putting things on the lower roadway between 7, 8 and 9. Police were notified. Road 15 has a squatter living in a tent. Property owner will be notified. Meetings are still held on the first Saturday of the month at 10 AM.
Park Report: Concrete should be coming for the post for fence around the Park. Base course being delivered for water tank. Still looking for suggestions on how to best use the funds available. Come to the meeting and make some suggestions.
Volunteer Fire Department: No calls that we are aware of.
Road Report: Seven new STOP signs installed. Bids for clearing have been received but they are very high. Still under consideration is widening our road right of ways, clearing back trees, brush and rocks. Two loads of rock were dumped on roads where requested by property owners and a new request to drop some on 19. It is 11/2 inch rock. Reminder property owner and bulldozer operator are responsible for repairs to road caused by moving the machinery around on the roads.

Neighborhood Watch: Caught six pigs in the last month. Four dogs were also caught running loose and brought to the Humane Society. Other than that it has been a quiet month. If anyone has the magnetic Neighborhood Watch signs please call the association phone number to make arrangements to return them so they could be put to use.

Mr. Christe had letters prepared to send to the county engineer and our county representatives requesting a left turn lane be put in on Highway 11 to South Kopua road. This intersection is becoming more hazardous.

Neighborhood Watch: A few problems were reported to the Neighborhood Watch, and we are all reminded to keep our eyes open for anything out of the ordinary. Still need volunteers for Neighborhood Watch. Monthly meetings are still being held but with little or no attendance by Association members. Looking for ideas to involve people.
Park Report: Pipe for the fence will be drilled this month and they should be up shortly. Fire Station painting has been completed. Scheduled for this year are painting court, cementing basketball post, repair picnic table, these are thoughts for use of the park funds.
Volunteer Fire Dept: Was called out two times to neighboring areas. Nothing reported here in Eden Roc. Remember, you must give real good directions to the location. Much time wasted trying to find the location because of poor instructions. Training is now with Volcano and is the fourth Tuesday of the month.
Road Report: Potholes have been filled. Rock is available for the side roads. Two more loads were dropped at members request. Clearing corners to be done three more times this year, March, July and November. Motion made and passed for funds (1500.00 total) to complete this for the year. A second speed limit sign was knocked down. Excessive speed still seems to be the number one concern of Estate members. Remember the Blue Form can be filled out and given to Police Department is available when you see violations. Talked about getting bids to get a bulldozer (D4?) to push back trees along roads to make it easier to cut with the tractor, rather than weedwack, which is labor intensive. Some type of letter or packet of info to be given to homeowners to let them know what is going to happen. Red/White reflectors are in and ready to be put down at the two stop signs. This should be completed before the next meeting. Rocks, Fences, etc. need to be moved from the road to that person’s property line. Trees to be trimmed or removed from the front entrance by the Eden Roc sign. Limited paving this year and more emphasis on roadway improvements, such as intersections with limited visibility. Look to vote next month on what projects to start on.
Old Business: Couqui frogs are still a problem (depending on who you talk to). Live traps are available from the Humane Society for stray animals if needed. Work to continue on Fire Station so it can get final inspection, then try again for some grant monies.
New Business: Maybe some playground equipment for park was brought up by one of the members present. But we were reminded that liability issues had to be looked into first, but it could possibly be done in the future.

Neighborhood Watch: One of the thieves in our subdivision has been arrested, convicted and will be doing jail time. One less thief in the neighborhood. Reports of person(s) throwing rocks at the windows in the fire station. Reports of a green mini van passenger side banged up license no.
. GRT 319 two local people seen opening up property owner’s gates when they are not there and stealing from them.
Park Report: Pipe for the fence still needs drilling. The fire station was power washed and painted. The basketball court still needs lines painted. The plumbing was finished. A barbeque pit was built.
Volunteer Fire Dept.: No calls this month. The VFD will start training with the Volcano Fire Dept. Where and when is still unknown. Will update with info when available.
Road Report: Dots are in and need to be place in front of the stop signs at both streets intersecting with Kapikohele St. Hopefully this will deter cars from not stopping and running the stop signs. Mike Schulz has volunteered to be in charge of the dots project. We still have problems with speeders. The county has a program (Blue Sheet). Fill out the paper with the information ie speeding, weaving etc. Have the make and model of the car along with license plate no., female/male driver time and date, location fax or mail to the police and they will send the owner of the vehicle a letter. If enough sheets are turned in on one car the police will come out in person and talk with the owner.
Old Business: Couqi frog problem. Karen got a grant to help with the problem. The original 50 names on the volunteers list was contacted after the grant monies were in but they were only interested in taking care of their own lots and not with anything else. So Karen gave the money back She can get the money back but we need VOLUNTEERS that will actually work. She is still willing to coordinate Couqi people.

Park Report: Still need holes drilled in pipe for fence. People volunteer but never show to do the work. Painting has been started on the building but with all the rains it is slow going. We got it pressure washed two coats of primer and one coat of paint.
Volunteer Fire Dept: Training last Tuesday of the month. As far as anyone knows there were no calls.
Road Report: Tim got the dots in now we need someone to put them on the road. Gravel is still being put down on the side roads.
Old Business: The annual meeting is coming up in January need volunteers to run for the board. If the current board gets elected one of the items on the agenda will be the easement clearing and cutting down the trees out front.
Couqi Frog update. Karen applied for a grant received the grant. The county took approx one month to process the grant and a month to cut the check. Asked for volunteers to help they only wanted to spray their own property and not help with others so Karen and Star went out by themselves. It is impossible to eradicate the frogs without a large group of volunteers.

Next year want to start in front and start clearing easements on two main roads, Ohia and Palainui. The easements on those two roads are 60 feet. We are proposing 6 to 8 feet. Will clarify next year. Red said he will submit proposal next year. Was suggested spending bulk of road money on easement clearing vs. paving?? Tim will order reflective dots, will be here this month. Someone will need to install. Second motion made $1500 for roadsid mowing. Passed. Recycling project was completed last month. Dave unloaded trailer at recycling center, EREA will reimburse Dave for his lost wages, since no volunteers showed up. We should be receiving a $700 check from grant program. Park Report: Have a new volunteer to drill pipes for the fence. Mike and Mike fixed the fire station door. Now uses two locks. Building ok’d to paint majority voted for silver color. Dave and Kelley will work on the second bathroom.
Volunteer Fire Dept: The emergency bypass road has been punched through and a gate has been put up. If there is an emergency the fire people responding will open the gate. Louie suggested putting up a sign. Emergency access only, gate locked. No trespassing. Thank you to the Fern Forrest Volunteer Fire Dept. for putting in the road and gate.
Road Report: Loffler has us still on the list to pave our road on Ohia street. It was decided to put on rumble bumps with reflectors at the end of each road going into Kapikohele. Nancy will bring in a consultant to talk about road safety in our subdivision.
The corners on the roads are so grown over that you can’t see around them to turn onto the main streets. It was suggested to pay a person $10.00/hr to cut them back. A motion was made and seconded to allocate $1500 for mowing the sides of the roads.
Old Business: Recycling and clean up project is scheduled for September. Star, coordinator, she had a container put in the park parking lot. Need help filling the container with recyclable goods. We will get reimbursed up to $700 when the container is returned and cleaned.

He says bumps are dangerous. Mike wants to hire traffic safety consultant from Honolulu. He is going to get a quote to see how much consultants would cost. Mike and Tim are against speed bumps. Dave, Louie and Karen are for them. Tim says signs that were supposed to have been ordered were still on back order. Motion was made to still put up speed bumps vote was 2 yea 3 ney. Louie said he had to vote no due to no speed bump signs. Vote was taken to still get speed bump signs in 2 yea 3 ney.
Buying a backhoe was suggested. Road money was for roads only not machines. Karen said safety study won’t make people stop. Rumble strips were suggested. Will anything ever be decided? Speeders were brought up – Blue form will be brought to next meeting.

Road Report: $40,000 is allocated Louie has made several calls to paving companies but they are so busy they do not return phone calls or if they do they will not make an appointment to do the job.
Two years ago we had an accident where an intoxicated driver on our roadways killed a moped driver. The subdivision was sued and thankfully we have insurance. Our insurance only covers bodily injury and property. If there was a judgment for punitive, or compensatory damages our insurance will not cover it. There would be a judgment for every lot owner. In the charter the by laws of the association state if dues are not current you are not a member of the association which means if our insurance has to pay out they could go after the non paying members.
We need to buy three new stop signs and install three speed bumps to slow the people down. They will be installed at Palainui and Kahikopele, and Ohia and Kahikopele.
Old Business: Recycling to clean up roadside rubbish will be sometime in September.
As for dog problems you must first approach the owners, then the police will come out.

Abandoned Cars: No new cars have been removed we are trying to wait until the county program starts in July. The county is starting a program starting July 1, 2005 where they will tow cars for free. Louie put Eden Roc on the list for towing.
Neighborhood Watch: Tim found a stolen horse and had the police department return it to the owner. Tim also spotted the silver older pickup driving down road 23 that has been driving down our roads and Louie also spotted it while biking but couldn’t catch him to get a license plate number. Not sure if he lives in Eden Roc the truck has a neighborhood watch sign on the back.
Meetings are the first Saturday at 9:00 am at the fire station in the park. We need volunteers!
Park Report: 4th of JULY MEET YOUR NEIGHBOR PARTY AT THE PARK. The association is purchasing the hot dogs and hamburgers with the attendees should bring a potluck dish (salads, desserts etc.) The barbeque is ready for use. Dave used it and says it works great. Thank you Albert Wong for making it.
Louie will get a volleyball net set up. With park funds Louie will buy a 20×20 tarp for events like this.
The backboard for the basketball court has already been vandalized. Someone threw a rock and busted it out. We are going to replace it with a piece of aluminum. Dave picked up the pipe for the fence and had it cut to size he needs to drill holes so a cable can be threaded through. Please contact the board if interested in helping cement the posts in. Volunteers are still needed to paint the basketball court. Dave started the walking trail and got about 20 feet still looking for volunteers to walk the perimeter of the park for a walking trail. People volunteer but do not follow through.
Volunteer Fire Dept.: Training is the 4th Tuesday of each month at 6:00 pm. Always looking for volunteers. There were a couple of calls this month one was a brush fire and one person burning rubbish. There is a burning ban at all times you must get a permit to burn. Dave is picking up the supplies needed to finish the firehouse bathrooms and will get them put in place before place so we can finally get a final. Also the water tank needs to be in place, as we have to have running water. Because it has taken so long and no volunteers to finish the station for a final the grant money is no longer available.
Road Report: Louie mailed the $1000.00, Eden Roc’s contribution, to Charlie company to punch a road and put up a gate on the County Access Road at the end of road 17. The pins have been flagged now a dozer is needed. A gate will be installed and locked only emergency personnel will have access. All first responders will have a key. A four-wheel drive road is already in place we will make it accessible for all cars to use in case of emergency. The money came out of the fire station funds.
Kelly has started mowing and has about a third of the subdivision done. Louie is still waiting for bids on paving the companies are so backlogged they do not return calls.
Matson has a recycle program where they will bring out a container for us to use to fill with roadside rubbish so it does not go in the landfill. Karen is getting bids to have the trees in the front by the rock wall either removed or have the branches removed. Louie made a motion allocating $7500 to get started, motion seconded and passed..
Two loads of rock were dumped. Finished road 7 and one load road 14.
Old Business: Need an organizer for the couqi frog project. Karen is willing to help with this project. County will provide the sprayer and we buy the lime.

Abandoned Cars: New neighborhood watch volunteer works for Ken’s Towing, which does all the towing for the county of Hawaii. He is giving us a name of the person in charge to report abandoned cars. A network of people will try calling this person to get the county to remove the cars free of charge. There also is a new county program starting July 1, 2005 where they will tow cars off of personal lots for free.
Neighborhood Watch: Tim was called twice one for an accident a person cut his hand Tim called 911. The other a red sports car HCM321 two local guys driving in driveways and claiming they are neighborhood watch. Please note the neighborhood watch will NOT drive down your driveway unless invited. All our vehicles are marked with sign stating neighborhood watch on them.
Our goal is to have 15 active members being part of the watch taking two streets each to patrol. This will give us more coverage.

We received a trust disbursement check for $8468.22
Abandoned Cars: Five cars were dumped on road 21. Police were called the people dumping the cars have moved out of the subdivision. We are paying to have about three or four abandoned cars out a month. At one time we had approx. 200 abandoned cars now we are down to 20 – 25. Progress is being made. If you see anyone dumping cars please call the police.
Neighborhood Watch: The person that dumped the cars and moved was also a known thief. He drives a black grayish Ford truck with license no HCF470. If you see him in the subdivision call the police stating it is a suspicious car. The police have another car to watch out for a silver lifted 4×4 truck either a Toyota or Chevy F10 License no HTT448 with 3 locals two in the truck and one in the back. Do not talk with them just call the police. Two more people have joined the neighborhood watch program. We still need more volunteers.
Meetings are held on the first Saturday of each month at 11:00 at the fire station.
Park Report: Louie picked up a backboard for the basketball court. He will be picking up the posts and chain for the fence. The barbeque pit is being finished. Needed volunteers to paint the basketball court. Dave would like to walk the boundary of the park to see the actual 10 acres and possibly making a walking path. Was mentioned having a rummage sale to make money for the park so we can buy swing sets etc.
Volunteer Fire Dept.: Visitors from Fern Forest came to the meeting. They have received monies to punch a road through to connect our subdivision with theirs. This will give the fire people a fighting chance when a fire occurs. Both stations can work together putting out the fire. This road would also be a secondary route for us to use when the main road is not useable. Just a side note this is a county access road. At next months meeting we want to have discussion about this.
The fire station needs to be completed. We have the money.
Road Report: Louie made a motion allocating $40,000 for road paving it was seconded and motion passed. Kelley has a list of obstacles (batteries etc.) on the side roads that need to be removed to making mowing easier and not dangerous. We have a crew of two to clean up.
Louie made the second motion for allocating $2000 for roadside mowing and has been approved.
Rock was laid on 19 to fill several big holes. Another load was dumped on top of road 7. Louie has about four more roads on his list that need rock. The road up front still needs a line painted. Volunteers are needed.

Abandoned Cars: $450 is being allocated to towing cars away. Another car abandoned on the top of 16th. We towed out one on 16th before so if you catch anyone leaving a car call the police. The county has a program if you call them they will haul away cars from your own property for you.
Neighborhood Watch: House on road 16 building supplies, new water catchment. House on road 7 burglarized, tools taken. Road 18 house broken into, car damaged. Shots fired at a house in the back.
Black lowered Mazda pick up truck king cab two-wheel drive license no. HTT983 spotted at sites that were burglarized.
Police were called to the park three times responding to loud music and noise in the wee hours of the morning.
Seems to be an increase in shooting off guns. It is illegal to fire guns in the subdivision.
Park Report: Holes were dug in preparation for putting up posts. Chains will be welded to the posts. There are no backboards for the basketball court available on the Islands so one will have to be shipped in from the mainland.
There are plans to finish the barbeque pit.
Volunteer Fire Dept.: Three calls this month one for a car fire in Fern Forest. A call to Peck Road child started fire. Smoke in back of Fern Forest people didn’t realize it was the volcano going off.
Road Report: John Goodman patched holes. Tim Hill painted the road numbers.
Board needs to think about what roads are going to be paved this year.
Mike would like Kahikopeple to be paved, before that happens the corner of Palainui and Kahikopele needs to be knocked down so people can see down the road before turning. Mike will get an estimate from Bud. Someone suggested Ohia around road 10 be paved on the blind hill. Last year it was suggested to spend the road money on Ohia.
A paint spraying machine was bought so a solid yellow line can be drawn around Tanouyes Corner. Hopefully this will keep people on their own side of the road.

Louie will look into getting the backboard.
Volunteer Fire Dept.: No calls this month. Windows are in, fixtures are set, one window needs painting, disabled parking signs will be erected in the near future. When all this is complete Louie will call for a final. With a final maybe we can get the grant.
Road Report: The pothole crews are in progress of patching. A crew will be painting a centerline at the corner of Kahikopele and Kopua.

Neighborhood Watch: Several people notified neighborhood watch they had property stolen. A horse, laptop computer, lumber etc. If you have property stolen it is a police matter.
Cars� speeding continues to be a problem we have a posted speed limit of 35MPH.
Park Report: Kelly came up with putting posts close together and hang chain. This is much less expensive than installing a chain link fence. A half court basketball court is still in the plans. A date will be set at the annual meeting for the pour.
Volunteer Fire Dept.: One call for a non-permitted burn.
All the drywall is in the windows are in and the walls are painted. The grant monies will be released once the station is insured. Can�t insure until we get a final. Getting closer folks.
Road Report: Lengthy discussion on traffic speed in the subdivsion and what to do about it, especially on Ahi street, where the park is located. Speed bumps were brought up again and a committee was formed to research this topic. Tenatively putting a speed bump on each end of the park was targeted.

Old Business: Talked with Jacobson again about the trees in the front by the rock wall. Maybe next year they will get funding to cut them down. Also talked with Jacobson about the access road between Fern Forest and Eden Roc for emergency purposes. Need to vote if we are going to open it. What will the county do to help? Abandoned Cars: There is a truck, a car and old washing machine completely blocking road 3. There is a car on road 16 and a truck on road 21 in the bushes. Bill will call towing people to have them removed. Tim Hill will call the police department to find out what procedures they would like us use with abandoned cars. Motion was made and passed to spend $450.00 for removal of abandoned cars.
Neighborhood Watch: Tim responded four times to the fire we had in the subdivision. The road needed to be blocked off for the fire dept. The fire was reportedly started with a chainsaw. Responded to the kids that are drag racing twice and Thursday the 16th one of them wrecked his motorcycle and was hurt.
Park Report: Dave suggested we fertilize the grass and maybe reseed it but we need the rains to come back so it doesn�t burn what grass we do have. The fire station needs to be painted and Dave brought color samples to pick from. Dave suggested putting up fence post to keep cars from driving on the grass. Dave got the measurements for a basketball court. Other suggestions are a walking path and play ground. Dave wants the third Saturday of each month to be volunteer day. After the meeting get people to help fix up the park, do work around the subdivision etc. This month he plans cutting back corners on the paved roads.
Volunteer Fire Dept.: If you have a fire call 911 ASAP do not wait thinking you can put it out. Fire Dept. was called out three times this month, all three times for the same fire. A brush fire between roads 8 and 9 started with a chainsaw. Keep a clearing around you house so if a fire does occur the fire trucks can get in and work on it.
The dept. is looking for volunteers. They are short people. Training is once a month.
Road Report: Yamada paved about 3 quarters of a mile. It was suggested that a line be painted in the center of the road. Another 20 tons of rock was dumped this month.
Old Business: Couqi frogs are an ongoing problem. Volunteers are needed to help remove them. It was suggested to set up a Couqi frog donation on the next mailing.
New Business: We need some safety equipment for people to use when working around the subdivision. Next months work party will be Sunday, October 17.

The firehouse needs to be painted as some rust is showing up. Louie has found someone to do the painting. Now for the big question, what color to paint it? Come to the meeting with your suggestions.
Kids are still driving on the grass and tearing it up. Dave suggested we fertilize the grass and maybe reseed it.

Abandoned Cars: Bill is off island Louie gave the report. Fifteen more derelict cars were removed using Range Towing and the County removed some, Louie doesn�t know how many. Progress is being made.
Neighborhood Watch: Tim Hill said they have been busy this month. People with newly dozed property reported that two rolls of fencing and a gate were stolen last month. They have think they know who did it but have no proof. Road 13 has had a lot of reports of stolen property a generator, water pump and a gas water heater. People are drag racing at the front of the subdivision, approx. 15 cars were involved Tim investigated they threw beer bottles the police were called but arrived about 10 minutes too late the drivers left the scene. A jeep was reported stolen from the back of the subdivision. The police were called in and they arrested a person. Tim requested a CB unit to use so he can contact the police faster.
It was also discussed about the right of way. People need to know where their property starts and not plant trees, shrubs etc in the right of way and have their gates set back. Maybe a letter should be sent to all new property owners telling them exactly where their property starts.
Thank you Tim for a great job. You have put in a lot of effort in the neighborhood watch program.
Park Report: It was discussed giving out permits for people to camp out at the park. The discussion was shelved to be discussed at a future date. The park has been mowed Kelly finished texturing the walls so Louie will paint it in the next couple of weeks. After that the fixtures need to be set molding in place and call for a final. The final paperwork for the Grant has been signed now we wait for the federal government.
Volunteer Fire Dept.: No calls this month.
Road Report: Tim has the 35 mph road signs installed. 34 tons of rock was brought in. Perry�s truck is back on the road so we will be dumping 2 truckloads of rock per month.
Old Business: Dave called Jacobson about removing trees at the rock wall. He did not receive a call back. One neighbor saw the posting about the couqi frog on the web site and contacted Dave about helping get rid of them.

Abandoned Cars: The County has been picking up abandoned cars not known how many they have removed. Bill Christie has found a person that will tow cars away for approx. $40.00 per car. Louie and Bill have pointed out twelve (12) cars to be removed.
Neighborhood Watch: Tim Hill said people on the end of 6th street are feuding. A neighbor backed his monster truck up to the other neighbor�s truck and shattered his window with revving it up. Tim told him to report it to the Police.
Louie purchased a camera for Tim to use for neighborhood watch purposes. I.e. taking pictures of licenses plate numbers etc.
With the neighborhood watch guidelines in place the board will actively recruit members to join.
Park Report: Tim H. put large rocks around the perimeter of the park so cars could not drive on the grass. John and his crew mowed the park. When Kelley gives the word Louie will paint the bathroom and storage area of the fire station.
Volunteer Fire Dept.: One call for an unattended fire.
Road Report: Last month a motion was made to allocate $1400 for ten speed limit signs a second motion was made this month and passed. Tim H. will order the signs, poles and rent a jackhammer to make holes.
Kelley continues to mow the sides of the roadway.
Louie got bids for paving from Yamada, Glover and Audwin. He also asked about chip sealing and was told that it was not a good idea to chip seal over old pavement. Yamada won the bid. We will pave approx 300� on Ohia to the stop sign before Kahikopele. Starting on Palainui paving the rough areas going down the right hand lane towards the back. Paving as much as we can until the monies runs out. The road ride away is 30� from the center.
Perry�s truck is still out of commission so no rock has been dumped.
Old Business: Insurance company will not cover for volunteers to cut the trees out front so we still need to look into having licensed company cut them down. Price is $15,000.
The USDA has sent Louie some more forms to fill out. Hopefully this will be the last and we will get our grant monies. This has been going on one year.
Couqi frogs continue to be a big problem. Dave is going to try different methods to get rid of them and will share his progress next month.

Neighborhood Watch: Tim Hill said things seem to be quite. He has not received any calls.
Louie has written a rough draft for the neighborhood watch guidelines. The board members will look it over and make suggestions. Tim asked for a camera so as to record any suspicious activities.
Park Report: Dave will be getting with Kevin to get the blueprint of the BBQ pit so it can be finished.
Kelley has been working on the fire station and finishing up the sheetrock.
Volunteer Fire Dept.: No calls this month.
Road Report: Tim researched the cost of speed limit signs. For ten signs the cost would be $1358.40 this includes putting them up. Louie motioned that $1400 be allocated towards ten signs and it was seconded and passed. It has to be voted on again next month. Tim has had a community services worker paint road numbers on the bottom road and will have them repaint the upper road when the weather allows. Louie made the second motion to allocate $2000 to continue roadside mowing for the next 6 months. Motion was 2nd and passed.
Old Business: Last month a motion was made to allocate $40,000 for road paving a second motion was made and passed. Louie will take care of getting bids for the job.
New Business: There is a big problem with couqi frogs. They are very loud and multiply fast. Louie is going to get a task force together to try to combat the problem.

Abandoned Cars: Bill Christie talked with James Isa (county person) and was told the county is resuming picking up abandoned cars this month. If you know of any cars let Bill know. Kelley is checking with the new people on road 14 to see if the cars by their house is theirs or abandoned.
If cars are in the roadway the board has a policy in place in which we could tag them, give them 30 days to remove them, if they do not move them the board could have them towed and file a small claims lawsuit against them, if the owners are known to recoup our towing fees.
Neighborhood Watch: Board needs to have a written program (guidelines) in place. Once the program is written the neighborhood watch volunteers must sign and be subject to their terms. Louie contacted three other subdivisions to see what their procedures are and will draft a written program.
Park Report: Dave called Kevin Kelly about finishing the BBQ pit. Kevin will furnish the board with a picture of what it should look like.
Some other ideas for park donations are to make a basketball court. Put in more big rocks to keep people from driving on the grass. If we use rocks we will need a backhoe to move them. It is happening every week. They are also banging on the building and doors trying to get in. Louie mentioned that a couple of years ago they talked about putting in a chain link fence.
Kelley and Dwayne put in doors and finished putting in the sheetrock. Probably one more day and the plumber can be called to finish his part and than call for an inspection.
Volunteer Fire Dept.: Dave Vanderwalle is a member of our volunteer fire department. No fire calls this month the old fire truck in the building has about 2 more days worth of work (painting etc.) and than it will be removed.
Road Report: Perry�s truck has been out of commission and has not spread any rock this month. Hopefully it will be back up and running this month. When his truck is back on the road we will spread two months worth of rock.
Kelly mowed road 6 and Ahi. Louie made a motion to allocate $2000 to continue roadside mowing for the next 6 months. Motion was 2nd and passed.
Victoria said she is in favor of speed bumps; Andy and Dave are going to research speed bump costs and installation and report back at the next meeting. The maximum speed for speed bumps is 30MPH. The county suggested the speed to be 15 to 25 MPH in the subdivision.
Old Business: There is a possibility that the people cutting a trail will chip in monies to cut down the trees out front by the rock wall.
Line painter, Louie is going to take the machine in to find out if it can be fixed.
New Business: Shac suggested putting down rock by the rock wall so people can pull off the road and read the bulletin board.
When Kelly mows the roadway he will write down where debris is and we will have someone with a pickup go around and pick it up.
Dave suggested paying someone to clean around the corners so cars can see when turning onto the roadway.
Louie made a motion that we allocate $40,000 for road paving it was seconded and passed. Pave approx. 250� on Ohia to stop at Kahikopele approx.$2800 and pave approx. 200� on Palainui in front of Kolea St. approx $2300. Tim Pittman is going to go around the subdivision and find where paving is needed.
Kopua Farm Lots are thinking about helping out with the front road keeping it clean and mowing the sides.

Abandoned Cars: Bill Christie is making a list of abandoned cars to turn in to the county. The cars must be moveable. If you know of any please let a board member or Bill know so he can put together a list. Louie noticed one on the top of road 3.

Road Report: Kelley continuing to mowing the sides of the roads. Every month we have been dumping about 20 tons of rock to fill in holes on the side roads. Give Louie a call or come to the meetings to let the board know were the holes are.
We still are having problems with people speeding. PLEASE SLOW DOWN. The speed limit is 35 M.P.H. The board is discussing speed bumps good or bad? They will continue the research. Come and give your input.
Old Business: Trees in front by the rock wall. Bulldozing is not feasible. With our budget we might have to remove part of the trees at a time instead of all at once. Dave is gathering more information for the next meeting. Any input? Come to the meeting.
New Business: Louie made a list of projects, some that could be done during the year.

Abandoned Cars: Bill Christie is back on Island and will talk to James Isu, the abandoned car coordinator for the county, to see if there are any funds for the county to remove the cars. Tom reports that it has been a couple of years since the county has helped with removal of cars and the subdivision has had to pay for their removal. We remove cars that are obstructing traffic and are on the roadway.
Neighborhood Watch: Shac reports that there are a lot of speeding vehicles in the subdivision. We had a fatal accident possibly due to excessive speed. The speed limit in the area is 35 miles per hour. Shac is going to paint the speed limit signs on the roadway to remind people to slow down.
Park Report: Louie is waiting on word if the grant has been accepted for the putting up the water tank and get hooked up to electricity. Congress failed to fund the grants they were suppose to by the end of October but are expected fund them sometime after January 20. We need to get the firehouse completed for insurance purposes. If we cannot find volunteers we will pay someone to finish the job and get a final on it.
Volunteer Fire Dept.: Tom was called out three times in one week. One was a house fire on Palainui and 13th a brush fire on Ohia and an uncontrolled fire by the Hirano Store. Meetings are on the 4th Tuesday of the month at 4:00 p.m.
Road Report: We are trying to gravel roads with holes on them. Let the board know where the holes are and they will try to get them filled. Gravel work for December 3 loads were dumped on road 5.
Kelly is keeping the sides of the roads mowed. Trash continues to be a problem. People throw garbage out on the sides of the roads instead of going to the dump. 99% of the monies collected goes toward paving.
Old Business: Dave got a bid to remove the trees by the rock wall $15,000. Louie talked with a bulldozer operator and they said it was not feasible doze them down. The new board will have to discuss money and how to remove the trees, a few at a time or all at once. There will be more discussion on this at the monthly meetings.
New Business: The monthly meetings will now be held on the third SATURDAY of the month at 10:00 a.m. instead of Thursdays at 6:30 p.m. Hopefully with the time change more people can participate.
Annual Meeting: New Board Members are: Louie Miller, Darren Schmidt, Dave Vanderwalle, who are currently on the board, the other two Tim Pittman and Tim Hill.

Park Report: Louie turned in the grant proposal on the fifth of November, the regular application. He received a call that the application was being reviewed and an appointment will be made for a meeting. Congress has failed to fund this years funds for the grants they were suppose to be in by the end of October but are expected them to fund it soon.
Volunteer Fire Dept.: Tom was called out for a brush fire in the middle of the afternoon. Turned out to be the volcano going off. Lava flow. No brush fire.
Road Report: The connection where the county left off and the road that is EREA�s was paved by EREA funds and Shac cleared away brush so you can see around the corner. Louie sent a letter to South Kopua Farm Lots requesting a quarter of the cost to pave the front section.
Old Business: Dave is still working on getting bids to remove the trees by the rock wall. Possibly bulldozing them down. Louie is calling a dozer operator to get an opinion if dozing them is possible and the cost Roadside cutting needs to be done. Louie made motion for $2000 for roadside mowing. John seconded it.
New Business: Annual meeting is coming up and we need people to run for the board. John nominated Gene Rambo. Proxies need to be in by mid December.

Abandoned Cars: Someone had an abandoned car towed into the subdivision. Louie had Ken�s Towing remove it. The car came from South Kopua Farm Lots. At the same time he had the pickup truck removed from road 25 that was in the middle of the road.
Neighborhood Watch: Someone cut all of Tom Brandt�s Bird of Paradise plants that were out front of his property. Fencing was stolen by Louie and Nina�s place.
Park Report: Kelley was going to mow the park but his machine tears up the grass so we will have to go back to using a lawn mower.
Will and Kelley started putting up sheet rock until Will broke his leg. Dave and Kelley will finish the project.
Louie received a letter from the grant people stating he has to submit one more document before they can review it. (Water tank and electricity hook up.)
Volunteer Fire Dept.:
Road Report: Sides of roads are all mowed. Need to get more road patch material.
South Kopua Road is finally being finished. YEA!
Put down a couple more loads of rock on Maile St. and have two loads scheduled for Nene and two loads for road 4. That will take us through October. We try to do two loads a month.
Old Business: HELCO will not remove the trees out front by the rock wall. Dave is checking to see how much it costs to remove trees.
New Business: Stripe the �S� turn at Tanoue�s corner. The county ended South Kopua Rd. 20� short of meeting with our road. Louie made a motion to allocate $2500 to make aprons on the four corners and match up our road with South Kopua Road. The motion was seconded and passed.

Neighborhood Watch: A sofa and tire was dumped on road 26. A car was spotted cruising the roadways stopping at driveways and looking in. John drove around the subdivision and did not spot them. John and Shac have reported to the �Ice� hotline we have known drug people living in the subdivision. The Police will look into it.
Park Report: The drywall is at the fire station ready to be hung. Kelly and Will have volunteered to hang it.
Kelley is going to mow the park with his tractor.
On the grant Louie is waiting for the feds to answer if we get any moneys. We might have to first try to get a loan before they will grant us money but have to wait and see what they say.
Volunteer Fire Dept.: No call outs this month.
Road Report: The rest of the patch was used to patch roads. The second motion was made to allocate $1,000 for roadside mowing was approved.
Kelly is doing a great job of keeping the sides of the roadway clear.
Stop signs were addressed again but it will take some volunteers to put them up.
South Kopua Rd. is being paved. YEA! Louie will ask the paving co to paint around the corner on EREA property.
Two loads of rock was laid down on 14th last month and a total of six loads will be laid in the next three months.
Old Business: Dave said HELCO�s obligation was 10 feet but they are sending a forester up to reevaluate the situation and have not heard back yet.

Second mailing for road fees etc. will be the end of July.
Abandoned Cars: Nothing new on abandoned cars. Louie leaves messages for James Isa asking him to call if they are going to come in and tow cars. So far no response. The county will not take scrap cars at all.
Neighborhood Watch: The neighborhood watch patrol John and Shac are absent. A new resident to Eden Roc came in to see his property and found people living on it. The person said he was living on the wrong lot and moved next door. Louie is investigating.
Park Report: Park was weed whacked and mowed. Dave got the drywall material and needs to pick up six 2x4s 8 feet long. Dave, Unicorn and Kelley are going to hang the drywall. Louie will pick up the sink when the wall is complete.
Louie has the pre-application for the grant finished. He just needs the line item for the water tank. Tom is checking on the size the water tank needs to be from the county.
Volunteer Fire Dept.: Tom was called out twice last month. Both calls were for brush fires. One at Hawaiian Acres and the other an unattended brush people were burning on Ahi St.
Road Report: Road 26: paving was finished. The school buses can now circle the entire subdivision all the way to the back.
Kelly has bought a tractor with a flail. He will be mowing the sides of the road at $45.00 an hour. The board wants to spend $1,000.00. First motion to allocate $1,000 for roadside mowing was made and approved by the board.
Perry is scheduled to put down two loads of rock this month.
Louie talked with Paul Nash about South Kopua Rd. Paul told Louie they should be paving within one month.
Old Business: Dave has HELCO coming out to look at the trees out front by the rock wall and see if they will cut them down. Unicorn is willing to remove the trees that are not in the way of the power lines.
